DIALOGUE WITH THE COMMUNITY: OUR MOST IMPORTANT ASSET

Attention to the local communities directly involved in the construction of a work is fundamental for the development of electricity infrastructures.

All works undertaken to create new electrical infrastructure or modernise existing grid elements have a series of repercussions for the area involved. For this reason, over the next few years, Terna anticipates not only a sharp increase in investments, but also an increasing level of direct involvement of all affected parties in the processes of planning and developing works, with an approach geared towards listening and dialogue. It was already evident with the high-voltage grid operator’s last ten-year network development plan that citizens’ social and environmental needs were becoming more and more relevant and are now considered on the same level as electrical and economic needs.

The ability to engage local communities and citizens in every phase of the planning and performance of electrical works is the key to success. Listening to the opinions of all the people and institutions involved allows the search for a shared solution in choosing the location of new infrastructure and in modernising existing facilities. In this way, Terna lays the foundations for “building” the grid together, thus making it more sustainable and acceptable.

The company establishes a relationship of listening and discussion with local communities in the areas destined for works, involving local institutions and citizens through public meetings: "Terna Incontra" open days. These are days aimed at presenting the reasons for and advantages of the scheduled infrastructural works. During the meetings, technicians and designers demonstrate and explain all the phases of a project’s life cycle, from development to management and maintenance of the grid, listening to opinions, suggestions and requests for clarification from the local area.

“Dialogue with communities is our network development model”, emphasised CEO Luigi Ferraris. “For us, it is strategic leverage for the renewal of Italy's electricity grid. With more than 450 meetings on the territory in 2019, Terna has maintained a continuous relationship with local institutions and citizens, listening to comments and questions, for real participatory planning of the works”.

This discussion could lead to the identification of improved solutions for installing new infrastructure or reorganising existing facilities in a manner which respects commitments to the environment and natural landscapes.

The participatory planning model has become a fundamental pillar of Terna's work. Opportunities for interaction with communities have actually increased considerably over the last two years. In 2018, Terna organised around 350 meetings, of which 18 were "Terna Incontra” public events, with citizens in 9 regions. In 2019, the number of meetings held rose to around 450, of which 40 were "Terna Incontra" events, with a percentage increase of around 29%. Strengthening this dialogue with local communities represents Terna's commitment to creating the conditions to “build” an ever-more sustainable national electricity grid together.
